For several rounds there have been a small group lurking around in the shadows, the group are counting several members and more are joining. The government and the police have been struggling with several bomb attacks and even more thefts done to the innocent traders. from this group
The government has tried to remove the gunpowder license from MV`s and hiring more officers to try get to the bottom of the attackers, but it seems like they have intel from the inside so they can change their hideouts, and pattern as soon as the officials are getting on their tail.
Somehow the group are getting gunpowder through the border, just under the nose of the police, and they have found a formula to make the powder into bombs, and as a result of the government zero legal powder strategy, they seems to be the big target, and whoever gets in between will get hurt.
with the new witness system, and a jury almost made, it should be possible to make cases against the criminal organisation there is growing within the country, the police has made a police station were people who wants to go to court can try and get testimony to get a case, some more evidence, to get the criminals to take responsibility.
