Last trading period we surprised all mayors with real test before they start with their duties. The Council was more than tired that in each trade period there were mayors who made faults because they did not read the manual correctly. Errors led to dismissals which in turn led to withdrawal of eligibility for elections.
Instead of punishing the mistakes afterwards, the Council wanted to establish a proactive policy, which should ensure for more knowledge of the rules before the round starts. Since all knowledge is beautifully delivered by the government there was no lack of information. It seemed that not reading the short guide was the main problem.
To stimulate the reading of this manual, we have send a short test to all mayors last round, where all essential issues are asked. Filling in this test does not cost more than five minutes and is not complete enough to test all knowledge, however we hope it stimulates the reading of the manual. The test was voluntary, and probably will remain that way.
However to encourage mayors even more to fill in the test and to read the manual, the council will give to those who make a big mistake as a mayor a remission when the fault is in the category where the mayor should be dismissed. More important however is, that with this test we hope to catch interpretation errors and abuse which are clarified after the end of the test. Which in turn lowers the amount of dismissals.
For this period, just over half of the mayors were willing to make the test. There were some small mistakes, but in overall the council is very pleased. However the Council is committed to end up with a higher percentage of participants in following rounds. Compliments to those who have made the test.
Mayors will only have to make this test once per term of three consecutive rounds. After re-elected, there will be no test. When a mayor receive the mayoral necklace later than the start of a round, for example due dismissal of a predecessor, will also receive this test. The Council of Veterans will keep their administration tightly.
